UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development. UNDP Indonesia has been going through a number of changes in response to a dynamic aid environment. The UNDG has provided guidelines to strengthen common financial management procedures among UN agencies. The regulatory framework of the Government of Indonesia requires UNDP to adjust programme procedures in response to new regulations on grant management. In order to harmonize the way UN agencies work with the Government, United Nations Development Assistance Framework (UNDAF), Country Programme Document (CPD), Country Programme Action Plan (CPAP) have been adopted and introduced as a common planning frameworks. These changes are accompanied by various policy and operational changes in the programme and project planning within UNDP, compounded by the introduction of a new corporate Strategic Plan for 2008-2011. UNDP Indonesia has also expanded its geographic coverage and delivery volume, under the core thematic areas of MDGs support, Energy and Environment, Democratic Governance, as well as Crisis Prevention and Recovery. Consistent with the objectives of the Paris Declaration UNDP must continue to align to the policies, systems and procedures of the Government of Indonesia. This requires adjusting programme policies to new government regulations on grant management. The Programme Officer is required to ensure the application and complete integration of UNDP?s enhanced results based management platform is understood, applied and monitored by all programme staff. After leading the dissemination exercise, the Programme Officer will increasingly have quality assurance responsibilities to ensure data integrity. Good quality data is the basis for on regular monitoring and evaluation, internal accountability and oversight. The Programme Officer should be able to advise programme units and in some cases senior management on the interpretation and application of UNDP policies and Procedures relating to programme and project management. The Programme Officer will also lead inter-agency discussions on programme and policy adjustments to ensure compliance, and new, integrated joint UN initiatives such as preparation of joint annual work plans. In order to enhance the quality of and synergies between various UNDP supported projects, the Programme Officer will be recruited under the Planning, Monitoring, and Evaluation Unit (PMEU).

- Functions / Key Results Expected
Summary of key functions: - Advisory role to senior management on the application of UNDP policies and procedures to a changing aid environment;
- Lead cross unit training and dissemination of corporate guidance and provide on-going support, monitoring and quality assurance;
- Participate in the development on interagency and one-UN planning instruments such a Annual Work Plans and eventual consolidated Country Porgramme Action Plans;
- Work with national counterparts as required to review aid management regulatory framework and the application of procedures on grant management, codified in new Programme Management Implementation Guidelines (PMIG);
Under the supervision of the Head of the PMEU, and in close collaboration with Monitoring and Evaluation Officer, Resources Management Unit and Administration Offices, the incumbent will: 1. Operationalisation of the relevant UNDP policy, programme and organizational procedures as contained in the UNDP Results Management Guide (RMG), focusing on the following results: - Implementing a customized framework for project/programme management in line with RMG;
- Operationalisation of requisite project management tools and instruments;
- Coordinate project/programme management workshops and other training for programme staff;
- Support Programme Units to monitor the development of a comprehensive set of output and outcome indicators relevant to the logical framework of each thematic area / programme.
2. Develop and implement knowledge management framework in the office, including the following activities: - Support the Communications Unit in providing accurate and up-to-date project and programme information through the UNDP public website;
- Together with the IT and Communications Unit, refine and manage the design, structure and content of UNDP intranet, focusing on innovation in establishing mechanisms for centralizing information;
- Actively research, develop and implement new and appropriate knowledge avenues in the area of Content Development and Knowledge Management;
- Regularly liaise with end user to identify need, improve user experience, and promote sense of ownership and contribution to the various knowledge management tools;
- Advise and implement the establishment of various public web and/or virtual collaborative workspaces under the responsibility of PMEU;
- Develop and support a Knowledge Management Rating System to assess knowledge management effectiveness in the country office;
- Supporting the Learning Manager in the implementation of learning activities under the responsibility of PMEU.
3. Other activities: - Support the UN joint programming and monitoring as part of the UN-system wide coherence.

In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as strengthening risk management, results-orientation and accountability. |

Recruitment Qualifications Education: - University degree in Political, Social sciences, Management, MIS, International Development or related field.
Experience: - Minimum 2 years (for Masters degree) or 6 (six) years (for S1 degree) of relevant experience at the national or international level in providing management advisory services and hands-on experience in design, monitoring and evaluation of development projects.
- Experience in the use of computers and office software packages and handling of web based management systems.
- Demonstrated knowledge and experience in project management and knowledge management is essential.
- Thorough familiarity with principles and current approaches to planning and M&E of development programmes, including knowledge of M&E tools and methods;
- Capacity to transfer knowledge and motivate people and to build relationships with colleagues;
- High proficiency in the usage of computers and office software packages and Internet, particularly in the use of content management systems;
- Sufficient analytical ability geared towards producing results within often short deadlines;
- Proactive and an independent team player;
- Good communication and interpersonal skills and experience in working effectively in a multicultural environment;
- Certified in PRINCE2 is an advantage;
- Working knowledge of PeopleSoft application is advantage;
- Familiarity of UN systems and/or the UNDP system, rules and procedures, particularly the UNDP Results Based Management principles is an advantage.
Language Requirements: - Fluency in the UN and national language of the duty station.
