Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

Organizational Context:

UNDP Indonesia will provide support to strengthen the capacity of the Ministry of Health as the Principal Recipient (PR) to manage the Global Fund to fight AIDS, Tuberculosis and Malaria grants in Indonesia for 2008.

This UNDP Indonesia’s support aims to strengthen the capacity of the PR to ensure the full and successful implementation of the remaining GFATM grants in Indonesia for AIDS, TB and Malaria. As an interim arrangement and to give the PR the necessary time to strengthen its internal mechanisms and capacities, UNDP will support the PR in capacity development services.

UNDP will provide capacity development services to the PR in the areas of financial management, procurement, and human resource management. This arrangement is of a temporary time-bound nature and a detailed transition/exit strategy for UNDP support is envisaged. The UNDP support services are part of a joint effort by the UN Country Team to support the Government of Indonesia in the successful implementation its GFATM grants.

Duties and Responsibilities

Summary of Key Functions:

  • Formulate and coordinate Capacity Building
  • Develop a human resources plan and training
  • Provision of advice services to the Government and facilitation of knowledge building and management

To formulate and coordinate capacity building focusing on specific tasks follows:

  • In coordination with the National Project Director, coordinate the capacity building activities to enhance the financial management of the Global Fund Grants in Indonesia;
  • Collaborate closely with the Project Advisors in the Ministry of Health and the UNDP project support team to ensure the smooth coordination of the implementation of the capacity building support to the PR;
  • Monitor activities related to capacity building and ensure appropriate databases are maintained;
  • Ensure that the capacity building plan complements the activities under the Joint Technical Support Plan, that is envisaged to be implemented in close collaboration with the bi-laterals and other technical partners;
  • Identify the bottle necks or capacity gaps that could delay implementation and scale up of activities at all levels and provide solutions; and
  • Perform other duties as required.

To develop a human resources plan and training focusing on specific tasks follows:

  • Based on the results of the capacity gap assessment, develop a human resources plan which will include all the training needs for all project personnel;
  • Review the impact of the trainings, its methodologies and refine the capacity building tools and plans;
  • Ensures that UNDP’s support services and expected results are delivered in a timely manner;
  • Identify training providers and human resource development professionals who can provide the back stopping assistance to local partners to meet the long term needs and ensure sustainability of the project;

Provision of provision of advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

  • Disseminates best practices in capacity building services for management of GFATM grants at the national and local levels;
  • Provides expert advise to the managers in the Ministry of Health in capacity building services;
  • To develop, monitor the phase out plan as well as its transition into the MOH;
  • To participate in the selection of personnel, supervision, training and technical needs and requirements;

Impact of Results

The key results have an impact on the success of programme within specific areas of capacity building services to the Ministry of Health.

Required Skills and Experience

Education:

  • Masters Degree preferably in Public Health or Social Sciences

Experience:

  • At least 10 years of relevant work experience in public health, international development or project management in the field of HIV/AIDS, Tuberculosis and Malaria


Language Requirements:

  • Good knowledge of written and spoken English
