Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

Organizational Context

UNDP Indonesia will provide support to strengthen the capacity of the Ministry of Health as the Principal Recipient (PR) to manage the Global Fund to fight AIDS, Tuberculosis and Malaria grants in Indonesia for 2008.

This UNDP Indonesia’s support aims to strengthen the capacity of the PR to ensure the full and successful implementation of the remaining GFATM grants in Indonesia for AIDS, TB and Malaria. As an interim arrangement and to give the PR the necessary time to strengthen its internal mechanisms and capacities, UNDP will support the PR in fund management and capacity development services.

UNDP will provide capacity development services to the PR in the areas of financial management, procurement, and human resource management. This arrangement is of a temporary time-bound nature and a detailed transition/exit strategy for UNDP support is envisaged. The UNDP support services are part of a joint effort by the UN Country Team to support the Government of Indonesia in the successful implementation its GFATM grants.


Duties and Responsibilities

  • Efficient procurement and logistical services and supervision of the Procurement team

1. To provide strategic advice for UNDP’s support roles focusing on achievement of the following result:

  • The Principal Recipient (PR)’s capacity and internal mechanisms in the Ministry of Health (MOH) in the implementation of The Global Fund (GF) grants in Indonesia strengthened;

2. To ensure implementation of programme management focusing on achievement of the following result:

  • Improvement of the operations and programme management within the MoH as well as strengthened of the project management and maximization of the UNDP support services to the PR by providing strategic advice to the Director General (Disease Control and Environmental Health, Ministry of Health) directly and/or through the National Project Director (NPD) who is also the Authorized Principal Recipient (PR);

3. To ensure the strategic direction of operations focusing in providing strategic advice on achievement of the following results :

  • The implementation, monitoring, evaluation of the UNDP project support are running well in order to assist the development of the phase out plan for UNDP as well as to ensure smooth transition to the PR in close collaboration with the Advisor based in the MoH;
  • Close coordination between the PR within the MoH and the Country Coordinating Mechanism (CCM) are conducted to ensure that the management of the project implementation addresses their requests;
  • Compliance of operations with GF rules, regulations and policies, implementation of corporate operational strategies, establishment of management targets and monitoring achievement of results;
  • Constant monitoring and analysis of the operating environment, quick readjustment of the operations, advice on legal considerations and risk assessment are conducted.

4. To ensure effective and accurate financial resources management and supervision of the Finance team focusing in providing strategic advice on achievement of the following results:

  • Improvement existing financial and programmatic performance achievements to ensure the PR utilize UNDP’s support services and ensure progress toward intended results;
  • UNDP’s support services to the PR in financial, monitoring and evaluation services are delivered in a timely manner and in compliance and accountable to GF regulations;
  • The coordination between the CCM, Financial Task Team (FTT) and the Financial Internal Control Team (FICT) and other sub-committees (when required) are strengthened;
  • Regular review and advice on the progress and financial reports in accordance with the requirements of the Global Fund, MOH and UNDP are conducted;

5. To coordinate and liaise with all the stakeholders focusing in providing strategic advice on achievement of the following results:

  • The coordination with other external/ local stakeholders in the field of TB, Malaria and HIV/AIDS within PR of MOH are strengthened in order to ensure effective and efficient implementation of grants;
  • The coordination within the MoH in particular between the National Project Director (NPD), MOH advisors, Project Management Units (PMUs) and UNDP’s project support team are strengthened in order to ensure that internal operations and programme management are strengthened;

6. To assist on Human Resources Management focusing in providing strategic advice on achievement of the following results :

  • Optimal staffing of the office and projects;
  • Oversight of recruitment processes & performance management systems are conducted.

7. To ensure Efficient procurement and logistical services and supervision of the Procurement team focusing in providing strategic advice on achievement of the following results :

  • UNDP’s support services to the PR in procurements and supply, monitoring and evaluation services are delivered in a timely manner and in compliance and accountable to GF regulations for sure;

Impact of Results

The Advisor for Operations and Programme Management will ensure the smooth coordination between the UNDP project support services and the Ministry of Health in close collaboration with the Chief Technical Advisor and Programme Manager of UNDP.

  • Experience in working in Indonesia and in particular proven experience in providing management advisory services to Senior Management within the Multilateral Non-profit Organization and/or Government of Indonesia
  • Proven track record on donor coordination efforts with multi-stakeholders and governments
  • Demonstrates excellent ability to write and communicate orally with accuracy and professionalism
  • Communicates sensitively and effectively across different constituencies
  • Demonstrates strong IT skills eg. computer literacy, in particular experience with Microsoft Office products.

Required Skills and Experience

Education:

  • Advanced Degree preferably in Management or Social Sciences

Experience:

  • at least 10 years of relevant work experience in programme management of an international development and/or UN Agencies or Government of Indonesia

Language Requirements:

  • Proficiency in English and Bahasa language, spoken and written.
