UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development. Organizational Context
UNDP Indonesia will provide support to strengthen the capacity of the Ministry of Health as the Principal Recipient (PR) to manage the Global Fund to fight AIDS, Tuberculosis and Malaria grants in Indonesia for 2008. This UNDP Indonesia’s support aims to strengthen the capacity of the PR to ensure the full and successful implementation of the remaining GFATM grants in Indonesia for AIDS, TB and Malaria. As an interim arrangement and to give the PR the necessary time to strengthen its internal mechanisms and capacities, UNDP will support the PR in capacity development services. UNDP will provide capacity development services to the PR in the areas of financial management, procurement, and human resource management. This arrangement is of a temporary time-bound nature and a detailed transition/exit strategy for UNDP support is envisaged. The UNDP support services are part of a joint effort by the UN Country Team to support the Government of Indonesia in the successful implementation its GFATM grants.

1. To provide strategic advice for UNDP’s support roles focusing on specific tasks follows : - Provide strategic advice for UNDP’s capacity development support to the Ministry of Health/ Principal Recipient and Country Coordinating Mechanism (CCM) in the implementation of The Global Fund (TGF) grants in Indonesia;
- Provide strategic advice to the Director General (Disease Control and Environmental Health, Ministry of Health) directly and/or through the National Project Director (NPD) who is also the Authorized Principal Recipient (PR) to strengthen the collaboration and partnership with UNDP and other external partners;
- Provide strategic advice in collaboration with the Advisor for Operations and Programme Management in the design, formulation, implementation, monitoring, evaluation and phase out plan for UNDP support to the PR, and ensure a smooth transition to the PR;
- Provide strategic quality advise to strengthen Coordination between PR with the Country Coordinating Mechanism (CCM) including with the Financial Task Team (FTT), Technical Working Groups (TWG) for AIDS, TB and Malaria, and other sub-committees formed under the CCM, Local Fund Agent (LFA), Fund Portfolio Manager (FPM) from The Global Fund (TGF) and other external/ local stakeholders in the field of TB, Malaria and HIV/AIDS to ensure effective and efficient implementation of grants;
- Provide strategic advice to improve coordination mechanisms and liaise very closely with all the stakeholders involved during this project including with the Advisor for Operations and Programme Management, as well as other Advisors in the Ministry of Health, as documented in the Project Implementing Manual (PIM), the National Project Director (NPD), Project Management Unit (PMU) and UNDP’s project support team based in the Ministry of Health to ensure the smooth implementation of the capacity development support to the PR;
- Provide advice on the regular progress and financial reports in accordance with the requirements of the Global Fund, MOH and UNDP;

To develop and strengthen strategic partnerships in order to ensure in providing advice on the regular progress coordinate and to liaise very closely with the National Project Director (NPD), MOH advisors, Project Management Unit and UNDP project support team 3. To coordinate and liaise very closely with all the stakeholders involved during the project implementation, including the UNDP Project Steering Group, Bappenas, the National Project Director (NPD) and UNDP country office to ensure smooth coordination among partners; Impact of Results The Advisor for Strategic Partnerships & External Relations will ensure the smooth coordination between the Country Coordinating Mechanism (CCM), UNDP project support services and the Ministry of Health and will collaborate closely with the Chief Technical Advisor and Programme Manager of UNDP.
